Meet the members who serve on our committees.

In addition to the Board of Directors, committee members form additional layers of oversight within the operations of Signature Federal Credit Union. There are two committees, the Credit Committee and Supervisory Committee. Meet the members and read their bios below.

Credit Committee


Ruth Cauble-Beal, Chairman
Postmaster Retired, Benton, IL

Ruthie Cauble - Credit committee member. Ruthie is the Secretary for the Credit Committee.I worked for the USPS for 32 years and held positions as a level 15, 18 and 20 Postmaster.  At one level 20, I had in excess of 90 million dollars in revenue attributed to the office.  An inspection service financial audit resulted in my receiving the following result:  “The financial condition and controls of the office are very good.”
For 14 years I worked for a CPA during tax season preparing individual, partnership and corporate tax returns.  I served 2 terms as Secretary/Treasurer of NAPUS.  In this position I was responsible for preparation and adherence to the budget, and reporting to the Executive Board and the membership about the financial condition of the organization.
I received the Postmaster of the Year award in Illinois, and also received a lifetime achievement award for my service to NAPUS in the state and nationally.  I have served on the Credit Committee 9 years, and currently serve as Chairman.  My recommended changes have resulted in office staff ceasing to unnecessarily sitting on a telecom for hours, while each applicant the committee needs to review receiving more time for review from each committee member.
Being a two time breast cancer survivor, it is my passion to assist others facing the disease.  First being diagnosed at only 28 years old, I have a unique insight to women of all ages and spend time personally with many who are newly diagnosed and need compassion and hope that they too can survive like I have for 35+ years!

James W. Fusco, Secretary
Retired Postmaster, Ocean View, NJ

Jim Fusco - Credit committee Member at Signature FCU.NJ State President for three terms; only person in NJ to be elected President three times; National Vice President representing area 5, (NJ,DE & MD) in 2003-04.  Member of NAPUS since 1976 and retired from USPS after 42 year career. Other USPS positions include Supervisor of Mails and CFS unit level 13, Foreman of Mails level 15, Officer-in-Charge in 3 different level 18 offices and one level 22 office; Postmaster in level 18, 20 and 21 offices.  Member of credit union over 25 years. Majored in Accounting at Atlantic City College of Commerce 1965-66.  Received Mayor's Award for support in community events, including his annual food drive and toy holiday collection drive. Chaired successful 2014 Nat’l Convention in Atlantic City, NJ with 900 attendees.

Barbara Whidden, Member
Postmaster Retired, Umatilla, FL

Retired Postmaster, Umatilla FL. Retired in 2000 after 24 year career in USPS. Accounting/Payroll Clerk and Personnel Mgr prior to USPS career. Degrees in Accounting and Automation from Jones College; Served as Sec'y Treasurer of Whidden Groves Inc; Co Chair, Career Awareness Conf., Tampa District; Organized Postal Mgmt degree program at 2 community colleges; Instructor, Postal Mgmt at Lake-Sumter Comm college; FL NAPUS Service Rep, District Director, Convention Chair, Career Development

Chair, VP, President and Retiree President of FL Chapter, Post Office Closings; Nat'l Convention Classroom Instructor, PS991 Chair, Centennial Celebration Chair at Ft. Supervisory Committee

Bill Thomas - Supervisory Committee ChairmanNAPUS member since 1967. Credit Union member since 1980, board member in 1990, and Chair of the Supervisory Committee since 1989.  Mr. Thomas has held numerous USPS details and assignments including Postmaster for 33 years, OIC, Postmaster Trainer, CEP Trainer, and Division Management involvement Steering Committee.  As a NAPUS member, he has been a three-time Chair of the National Resolutions Committee, and a member of the National Legislative Committee, National Building Committee, and National Postal Policy Committee.  He has also served as the National Vice President for Area 5 and NAPUS National Parliamentarian for four years. He has served as the President of the Montgomery County Postmasters Association and MD Chapter #38 for four years; he was the Editor of the MD Chapter for seven years; and he was the Eastern Region Editor of the Postmasters Gazette.  Mr. Thomas is involved with - and a member of - various community organizations including the American Legion and Lions Club International.
