Since 1970, we’ve stood behind members of associations, businesses, alumni groups and charitable organizations to help them build their businesses, families and dreams with financial processes and resources for the everyday to the once-in-a-lifetime need. The officials are elected by the membership and serve in a volunteer capacity. The annual election of officials is conducted each year in accordance with NCUA Rules and Regulations. All members are encouraged to vote and run in our annual elections.

Joseph M. Gondola, President Emeritus
Postmaster Retired, Clifton, New Jersey
NAPUS member since 1967. Credit Union member since 1980, Board of Director since 1981 serving as Chairman throughout. Mr. Gondola served as Postmaster, EAS 24, in Clifton, NJ, between 1963 to 2006, (A)Mgr., Customer Services in Johnstown, PA, and OIC in New Jersey’s largest city, Newark, 1997. As a NAPUS member he was National President (1982-1983); held extensive Committee assignments for headquarters, region, and district offices; was the recipient of the New York Metro Vice President's Award; served as President of the Bergin, Passaic, Essex, and Hudson Counties PM Association; was President of the New Jersey State NAPUS; was Secretary-Treasurer of the New Jersey State NAPUS, was Vice President and Legislative Chair for NAPUS; and is a recipient of the award for Postmaster of the Year. Mr. Gondola has also served in his community as both the Chairman and Financial Chair of the Passaic County Heart Association, Fund Raising Coordinator for Montclair State University, Member of the Aheka Council of the Boy Scouts of America, Member of the North Jersey Chamber of Commerce, Vice Chair of St. Andrews Parish Council and the Chairman of the Diocesan Pre-Cana Program.
Ted Carrico, President
Postmaster Retired, Palisade, CO
NAPUS member since 1983, Credit Union member since 1984, and a board member since 2000 serving as Vice President since 2013. Mr. Carrico is a US Army Combat Veteran who served in Vietnam from 1967 to 1969. He received his Bachelor of Science degree from Mesa State College in 1978. While with the USPS, he served as Supervisor, Delivery/Collection (1981-83) and as Postmaster (1983-2006). As a NAPUS member, he was the National President (1998-1999), Legislative Committee member (1989-1990), National PM Rep Committee member (1990-1994), National Secretary/Treasurer (1995-1996). He received the Colorado NAPUS Chapter's Lifetime Achievement Award in 2001. He is a past President of Mesa County Federal Executive Association, Palisade Chamber of Commerce and Mesa County Chapter of the American Red Cross; he is a former Chairman of the Mesa County Combined Federal Campaign, and was selected Federal Employee of the Year, 1989; and he served as a member of the Mutual Financial Credit Union Board of Directors (1973-1978) where he served as President of the Board (1978-1984).

Member, Signature Federal Credit Union over 35 years; currently serving on the Board of Directors as Membership Chair. Past President, NAPUS Postmasters Retired and a member of the UPMA National Website Committee. National President of NAPUS Postmasters Retired; Served on Committee to draft UPMA Retired By Laws for new organization; Voluntarily created and maintain TX UPMA Chapter website; Serving as UPMA Retired National Website Coordinator. National Vice President of NAPUS Postmasters Retired. Served as Texas NAPUS 2nd VP, 1st VP, President, Past President, and National Vice President; Appointed National Vice President for Southern Region on NAPUS Executive Board; 2006 Fort Worth National Convention Chair, Recipient of TX Lifetime Achievement Award; TX and LA Postmasters Retired Area Representative. US Postal Service employee since 1970 and served as Clerk, Customer Service Rep, Supt, Postal Operations (Winters, TX), Four Postmaster Appointments levels 18-22 (first appointment in July, 1981); Manager Post Office Operations Dallas District four years. Member and choir member of First Baptist Church, Wimberley; Substitute teacher, Wimberley High School; and Executive Director of Springtown Chamber of Commerce.
Carol Sue Carnes, Secretary Emeritus
Postmaster Retired, Brussels, Illinois
NAPUS member since 1970. Credit Union member since 1972, and a board member since 1985 serving as Secretary since being elected to the Board. Ms. Carnes worked for 36 years in the USPS; she was a clerk for ten years and a Postmaster for 26. As a NAPUS member she served 30 years as the IL State Service Rep; Postmaster Trainer Gateway District for nine years; NAPUS National Cachet Chair for five years; IL Chapter Vice President for two years; County Membership Director for 17 years; and she received both the Postmaster of the Year Award (1993) and the Lifetime Achievement Award at the IL State NAPUS Convention in May, 2010. Ms. Carnes has been a member of the Brussels Woman's Club for 40 years where she served as the President for eight years, Treasurer for ten years, and Secretary for six years. She is in her 20th year as Secretary/Treasurer of the St. Matthew Church LWML/Dorcas Society, and she has volunteered weekly for four years and served on the board of the LCFS Food Pantry. She has also served on the Board of Directors of the South Calhoun Retirement Center for the past 14 years with six years as Secretary and now in the eighth year as Treasurer.

Current Board of Directors Member of Signature Federal Credit Union, serving as the Treasurer. Retired Postmaster, Covington, LA with 40 years of service. Served as National President of NAPUS from 2006-2009; served as National Secretary/Treasurer of NAPUS from 2001-2002. NAPUS member since 1980, serving Louisiana Chapter at all officer levels but editor; National Membership Co-Chair, Constitution/Bylaws Chair, National Vice-President, Area 17 1997-1998. Received Bachelor of General Studies Degree, Southeastern Louisiana University, with a minor in business and computer science, 1987; part time instructor at Delgado Community College specializing in USPS Associates Degree instruction 1986-1987; financial secretary, local council Knights of Columbus; Advisory Council, TSP for Federal Employees; Past Chair, St. Tammany Fire Protection District #5; Past Member Covington Rotary & Chamber of Commerce; Past President, St. Peters Catholic School Board, 5 years; Combined Federal Campaign Coordinator, six years, honored for all six years.
Paul Edd Butler, Marketing Chair
Postmaster Retired, Harned, KY
Postmaster for more than 30 years retiring from Harned, KY(Lvl 18); concurrently served as OIC in Hardinsburg KY (Lvl 18). Former President of National NAPUS Retirees, former Vice President of National NAPUS Retirees, Past Area 9-10 National Area VP of NAPUS, 2005 Retiree of the Year in Kentucky, Past President of Kentucky Chapter, Co-Chair of Sergeant At Arms both state and National; Co-Chair of KY NAPUS Convention and Chairman of the KY PM Representative Committee. Kentucky Postmaster of the Year, 1991. Have served as Director of Meade County Rural Electric Cooperative Corporation for last 30 years, managing $52 million budget. Represent Meade County as Secretary of Big Rivers Rural Electric CO-OP which is responsible for a $405 million budget serving 111,000 customers in 22 counties. Past President and member, Hardinsburg Rotary Club; Charter Member, Brechinridge County Chamber of Commerce; Member, Harned Methodist Church, serving as Chair of Trustees Committee, member of Finance Committee, Pastor Public Relations Committee and Admin.
Linda Carter, Promotions Chair
Postmaster Retired, Oxford, NC
Member Signature FCU since 1988; member of NAPUS/UPMA since 1988. Past National Area Vice President, National Membership Co-Chair, National PAC Chair. Currently National UPMA Retired E-Mail Coordinator and Audit Team member. Served most NC Chapter positions including Sec/Treas (8 years); Retiree President (2 terms); selected Postmaster of the Year 3 times. Served six Postmaster appointments ranging EAS 11-21. Acting POOM two years. Several special assignments to USPS Headquarters; facilitator at Bolger Academy. District Details included financial training/audits, City Delivery/DOIS. Studied at VGCC; facilitated Postal Finance at VGCC. Currently church treasurer (41 years) and Finance Chairperson. Was instrumental in establishing church as Signature FCU Organization Member.

Louis Atkins, Member
Former President, National Association of Postal Supervisors

NAPS member since 1975. Signature Federal Credit Union since 2005, and appointed to the Board as an advisor in 2015. Mr. Atkins served in Alexandria, VA as National President of NAPS (2010 to 2016), National Executive Vice President (2004 to 2010), and National Secretary/Treasurer (2000 to 2004). Atkins served as NAPS Central Gulf Area (LA, MS, AL) and NAPS Southern Region National VP. He served on Committee assignments from headquarters, region, and district offices. As Executive Vice President he chaired all Legislative matters for NAPS and lobbied members of Congress to support NAPS issues. Mr. Atkins served as a facilitator in the early stages of USPS ASP (1997-2000). Atkins served as the NAPS representative on the TSP Advisory committee for Federal Employees and Chairperson of Postal Employees Relief fund.
While with USPS, he served as Supervisor (1975-1984), Tour Superintendent (1985-1992), and Manager Distributions Operations (1992-2000). Atkins also served as OIC in St. Francisville, LA. In addition, Atkins served as Director on the Baton Rouge Postal Credit Union Board from 1992 to 1998.
He is involved in his church parish, serving as the first chairperson of the Eucharistic Ministers and Lectors of Saint Francis Xavier Catholic Church. He was a member of Knights of Columbus and Knights of Peter Clever until elected as a resident officer of NAPS in 2010.
Atkins is a U.S. Army Veteran who served from 1971-1972. He received his Bachelor of Science degree from Louisiana State University.
Atkins joined UPMA retirees in 2018.
