Since 1970, we’ve stood behind members of associations, businesses, alumni groups and charitable organizations to help them build their businesses, families and dreams with financial processes and resources for the everyday to the once-in-a-lifetime need. The officials are elected by the membership and serve in a volunteer capacity. The annual election of officials is conducted each year in accordance with NCUA Rules and Regulations. All members are encouraged to vote and run in our annual elections.

Ann McDorman, President
Postmaster Retired, Richardson, TX
Member, Signature Federal Credit Union over 35 years; currently serving on the Board of Directors as Membership Chair. Past President, NAPUS Postmasters Retired and a member of the UPMA National Website Committee. National President of NAPUS Postmasters Retired; Served on Committee to draft UPMA Retired By Laws for new organization; Voluntarily created and maintain TX UPMA Chapter website; Serving as UPMA Retired National Website Coordinator. National Vice President of NAPUS Postmasters Retired. Served as Texas NAPUS 2nd VP, 1st VP, President, Past President, and National Vice President; Appointed National Vice President for Southern Region on NAPUS Executive Board; 2006 Fort Worth National Convention Chair, Recipient of TX Lifetime Achievement Award; TX and LA Postmasters Retired Area Representative. US Postal Service employee since 1970 and served as Clerk, Customer Service Rep, Supt, Postal Operations (Winters, TX), Four Postmaster Appointments levels 18-22 (first appointment in July, 1981); Manager Post Office Operations Dallas District four years. Member and choir member of First Baptist Church, Wimberley; Substitute teacher, Wimberley High School; and Executive Director of Springtown Chamber of Commerce.
Gerri Swarm, Vice President | Membership Chair

My career with the National Association of Postmasters/United Postmasters and Managers of America began in July 1981; the span of my career has included more than twenty national presidents. As the Executive Assistant to the National President, I fulfilled all aspects of running and managing a government association. As national meeting planner, I facilitate the site selection process for Leadership S
ummit/National Convention/CMR Academies. Duties include budgeting, contract negotiation for hotels, convention centers, audio visual, decorators, food & beverage suppliers, tour companies, transportation, and the golf tournament. I process registration fees by check as well as the PayPal virtual terminal. I maintain registration excel reports. I liaison with national officers on travel arrangements, room reservations, oversee the master account. I have served as Chair/Financial Chair/Executive Board member of the Postal Employees Relief Fund (PERF) for twenty years. As a senior member of the Board, I actively participate in their bi-monthly Board meetings. As Financial Chair I am involved in day-to-day activities, including investment of PERF funds and meet regularly with financial auditors to maintain the integrity of the Fund. We participate in the CFC campaigns and monitor funds collected in those campaigns. As chairman of the PERF committee, I report directly to the Gran
tors, including the Postmaster General and leaders of postal management organizations and unions. As Chair, I provided the annual State of the Fund report.
Carol Sue Carnes, Board Member Emeritus

NAPUS member since 1970. Credit Union member since 1972, and a board member since 1985 serving as Secretary since being elected to the Board. Ms. Carnes worked for 36 years in the USPS; she was a clerk for ten years and a Postmaster for 26. As a NAPUS member she served 30 years as the IL State Service Rep; Postmaster Trainer Gateway District for nine years; NAPUS
National Cachet Chair for five years; IL Chapter Vice President for two years; County Membership Director for 17 years; and she received both t
he Postmaster of the Year Award (1993) and the Lifetime Achievement Award at the IL State NAPUS Convention in May, 2010. Ms. Carnes has been a member of the Brussels Woman's Club for 40 years where she served as the President for eight years, Treasurer for ten years, and Secretary for six years. She is in her 20th year as Secretary/Treasurer of the St. Matthew Church LWML/Dorcas Society, and she has volunteered weekly for four yea
rs and served on the board of the LCFS Food Pantry. She has also served on the Board of Directors of the South Calhoun Retirement Center for the past 14 years with six years as Secretary and now in the eighth year as Treasurer.

Jack Wilkins, Business Development | Special Projects Chair
Retired Postmaster

NAPUS and UPMA member since 1972 and Credit Union member for 46 years since 1977. Mr. Wilkins served the U.S. Army from 1965 to 1967. He has attended John A. Logan Community College, Southern Illinois University, and Eastern New Mexico State University majoring in Business Administration. While with the Post Office for 39 plus years he has served as Postmaster since 1972 until his retirement in 2004 having been Postmaster in 7 different higher-level offices. He served on many District and Regional assignments during that time. He was the Management Sectional Center Manager in Roswell, NM and also in Reno, NV. Mr. Wilkins has managed a Budget with 126 post offices and 950 employees in Roswell, NM. He also managed the Budget with 69 post offices, 1300 employees, $42 million dollar revenue and covering 44,000 square miles while in Reno, NV. He has responsibly participated in all services of the Credit Union for 46 years. His community service has included President Rotary Club, President, Chamber of Commerce, 32nd Degree Mason, Masonic Shriner, member of Browns Church, Jackson, TN, Baseball Coach for 13 years, Pageant Dad, and a proud U. S. Army Veteran. He is a recipient of The Order of the Vest presented by the National Airline Association. Mr. Wilkins NAPUS and UPMA involvement has included Co-Chair of the National Convention, Las Vegas, NV, State President of both Illinois and Nevada, National Vice President for two terms, National President Retirees 2012-2013 and again National President Retirees 2018-2019. He has served on many various committees on the State and National levels.
Rodney Boland, Promotions Chair

In 1966 I was hired in the old Post Office Department as a Rural Carrier Substitute and worked my way up to a level 20 Postmaster. I retired after 42 years of service in 2008. I grew up working in a little country store that my dad owned. I was selling soft drinks, crackers, ice cream and other items since I was big enough to see over the counter. I attended the public schools of Jefferson County Florida, Tallahassee Junior College and Florida State University where I was graduated with a BS degree in education in 1971. I served six years in the Army Reserve and achieved the rank of Staff Sergeant. I was honorably discharged in 1975. I held every office in the Florida NAPUS organization except editor. In 1994 I was Florida Postmaster of the year and in 20111 received the Warren C. Harden Lifetime Achievement Award. In 1998 and 1999 I served as a National Vice President of the national NAPUS organization. I served as Secretary/Treasurer of NAPUS Postmasters Retired and have served UPMA Retired as Vice President and President. I have served as a Sunday School teacher, song leader and am in my 39th year as treasurer in the Church that we attend. I served four years on the board of directors of the Aucilla Christian Academy, a small school grades K through 12.
